Today I turned my China Dragon and was reward with a surprise, a flower spike. I was so excited, like a mother with a new baby. Hopefully it will continue to develop and I can post a photo of the bloom in the future!!

is that beige thing inside the lowest leaf near the base in the photo that you are talking about? that is a root
phrags' spike always comes from the middle of the plants when the last center growing leaf looks thin/vertical and smaller it is the start of the spike .
The thing near the base is either new growth (green nub) or root (beige/white)
 
and what you will see first when the flower spike comes up is a very thin papery leaf called a sheath way before the spike comes up
 
I thought about that later that it should come from the center or crown. But it does not look like a root at all. I guess I will find out soon
