Honestly it looks like that older growth is more or less done. Repot it essentially burying the old-growth and having the media up to the new growth

A taller pot and sphagnum around the joint where the new growth starts to let it set roots.

Air layer, sure. But if that old growth still has half a leaf after the part up on stilts has roots you might as well pot it up on its own and see if it does anything.

I'd get a new healthy one, moniter the growth for water, fertilizer, humidity, light for optimum growth

Do not separate the plant, then you will lose it. The plant is healthy, that's why it's making new growths.

As long as you have shpagnum where the roots come from and keep it moist you will be OK. Franz Glanz showed how well this worked with his besseae 'Wossen' specimen and US growers are starting to realize that this will allow the naturally stolonous plant to grow well.
