Not certain, but one of them may have. The point is that the initiative to use as many labs as are available should have come from the department charged with the conservation/preservation of endangered species, in this case INRENA. That did not happen; in fact they waited one full year(to May 2003)to do anything at all, even though they were reminded/urged in June 2002 to take action.
