In Chin-Chang Chu and Kenneth W. Mudge, Propagation and Conservation of Natice Lady's Slipper Orchids, they say to sterilize the seeds in 10% Clorox. Does that mean 1 part regular strength bleach to 9 parts water?
 
Assuming that you're referring to the brand "Clorox", that would be correct. So, you've got 100ml of water. You pour off 10ml and replace it with Clorox. 10% Clorox. No doubt you've figured this out for yourself by now. :)
